You and Terra arrive at the Command Tower. Terra explains the schematics to you. There are 3 floors. The first floor has a Post Office, where you can complete some sidequests. The second floor has dorm rooms for numerous officers of the Siftville Guard. The third and final floor has Command Central, where the military decisions are made by Storus and the Guard. Transportation between the three floors is by an elevator.
